Steps 1 and 2 work as a pair in every BOMB Duo service. When both counts are running low, this set lets you order them together and keep your system complete, without buying a third step you already have.
Why Steps 1 and 2 belong together
Step 1 helps prepare the hair to take a new shape. Step 2 neutralizes Step 1. One doesn't do its job without the other, which is why it makes sense to keep their counts in step. Step 3, the moisturizing serum, finishes the service and is sold separately.
